Federal Emergency Food and Shelter Funds Awarded to Knox, Lincoln, and Sagadahoc Counties. Funding applications are due on Friday, June 21, 2024 at noon.
The federal Emergency Food and Shelter Program (EFSP) has awarded Phase 41 funds to Knox, Lincoln, and Sagadahoc Counties totaling $21,681. Each county received $7,227. EFSP funds are federal funds made available through the U. S. Department of Homeland Security's Federal Emergency Management Agency. Local emergency food and shelter programs may request funding by submitting applications by June 21, 2024 at noon. Qualifying agencies who provide food, meals, shelter, rent, heating, or utility assistance are urged to apply. Local agencies chosen to receive funds must: be private, voluntary non-profits or units of government; be eligible to receive federal funds; have an accounting system; practice nondiscrimination; have demonstrated the capability to deliver emergency food and/or shelter programs; and if a private voluntary organization, they have a volunteer board.
OVERVIEW
The purpose of the Emergency Food and Shelter Program (EFSP) is to supplement and expand existing food and shelter services available in local communities. It is a needs-based program and program dollars must not be earmarked for particular clients. Funding is meant to serve and benefit the entire community. The Emergency Food and Shelter Program was established on March 24, 1983, with the signing of the "Jobs Stimulus Bill," Public Law 98-8. The EFSP was authorized under the Stewart B. McKinney Homeless Assistance Act (P.L. 100-77 signed into law on July 24, 1987, since renamed the McKinney-Vento Homeless Assistance Act and subsequently reauthorized under P.L. 100-628, signed into law on November 7, 1988).

EFSP LOCAL BOARD
Each civil jurisdiction (a county or city) funded by the Emergency Food and Shelter program must constitute a local Emergency Food and Shelter board. The board must be composed of representatives of the same organizations as those on the national board - with a local government official replacing the FEMA representative.
Notice is hereby given to all interested parties that the Lincoln, Knox, and Sagadahoc County Local EFSP Boards will accept applications from local agencies and/or organizations for funding of (1) emergency food, (2) shelter, (3) utilities, and (4) rent/mortgage assistance.
Under the terms of the grant from the National Board, local government or private voluntary organizations that chose to receive funds must: (1) be nonprofit, (2) have an accounting system, (3) practice nondiscrimination, (4) have demonstrated the capability to deliver emergency food and/or shelter programs, and (5) if they are a voluntary organization, they must have a voluntary board. Qualifying organizations are urged to apply.

After a Local Recipient Organization is awarded funds and the Local Board Plan has been submitted to EFSP and signed by all signers, the funded LROs will receive an email notification alerting them of the award and that the required certification forms are available on the website.
Letters will be sent to all applicants indicating the decision of the Board. Applicants awarded funding will be notified that the amount designated for their program is subject to the appeals hearings.

- Correction of erroneous information provided to the Local Board;
- Provision of information not previously available to the organization or to the Local Board;
- Violation or misapplication of federal or National Board guidelines; and
- Allegation of bias, fraud, or other abuse of federal funds. (If an organization is appealing on the basis of fraud or other abuse of federal funds, the organization has a right to make a direct appeal to the National Emergency and Shelter Program Board.)The appeal process is as follows:
- Within 30 days from receipt of notification of its allocation, the Chief Volunteer Officer of the organization making the appeal shall submit a written request directly to the Chair of the EFSP Local Board. The agency should state the basis for its appeal in full.
- If a hearing on the appeal is in order, within 30 days from receipt of the agency request the EFSP Local Board or designated members of the Board shall grant the agency the opportunity to appear before them.
- The organization making the appeal will be notified of a decision in writing within 10 working days of the meeting with the Local Board members.
